OPENING PRAYER:

Miss Veronica Gbenyo said the opening prayer and meeting commenced at 11:20am.

 

CHAIRMAN’S REMARK:

The Chairman welcomed members to the meeting and expressed his gratitude to the security services for the relative peace, harmony in the District. He was thankful to all the security agencies especially Supt. Seloemey Harry, District Police Commander for making time out of the Voter Registration exercise to be present at the meeting. DISEC asked to invite the heads of Ghana Immigration Service, Ho, The 66 Artillery Regiment Ho, and The Customs Division of GRA, Ho to its meetings.

APPROVAL AND DISCUSSION OF MINNUTES

 The previous minutes were read, and corrections effected. After which Supt.Selormey Harry moved a motion for acceptance, approval, and discussion of the minutes. It was seconded by Mr. Fred Nani.

 MATTER ARISING:

a.     Illegal burial at Wegbe Kpalime : DISEC was informed that the District Police Commander, Kpeve carried out DISEC decisions by visiting Wegbe Kpalime and advised the urgent burial on the disputed land to be allowed for the sake of peace. He also advised them to desist from further burial but seek legal redress from the court on the ownership of the land. Mr. Fred Nani was asked to make a follow up on the issue and inform DISEC at its next meeting.

b.    Kpeyibome land dispute: DISEC was informed that the people of Toh Kpalime were claiming ownership of Kpeyibome lands and were allegedly initiating sale of same land but the people of Kpeyibome were resisting Toh Kpalime people. DISEC considered this issue as a security threat and therefore decided to invite the people of Toh Kpalime to the next DISEC meeting to instruct them to stop sales of the land until they obtain court judgment for ownership of the land.

c.     On flood in Dzemeni; DISEC decided that VRA and all relevant stakeholders be invited to the next DISEC meeting on contour 280 enforcement and protection of life and property during flood.

 

REPORTS FROM SECURITY HEADS

A)  KPEVE POLICE:

Police, Kpeve briefed members as follows:

1.    There were reports of many cooking equipment and items suspiciously stolen in Kpeve.

2.    Also, one Ransford Apenteng in Kpeve SHTS had a conflict with an Okada rider and the police were handling the matter.

3.    A fourteen (14) years old boy was killed by a moving vehicle at Mawuli chop bar.

4.    One motorbike rider crashed into the fence wall of ADB at Kpeve and died on the spot. This happened when the two bikers were riding on a high speed through Kpeve to Accra

5.    Two officers from Kpeve Police Station on one motorbike crashed into a moving vehicle. They sustained serious injuries and were treated. The matter was under Police investigation.

6.    An advanced stage of a decomposed body was found in Wugbadzi and with the help of District Environmental Health Officers, the body was buried unidentified.

B)  PEKI POLICE:

1.    There was a case of rape involving a teacher and a sixteen year old girl. The case is currently at Kpando Circuit Court. The Victim was not in court when the case was called. The suspect is on bail. The CHARJ, GES and a feminist a group are interested parties in the case.

2.    There was attempted dumping of the body of a nine year old girl at Sanga. The vigilance of the community taskforce led to the arrest of the lady involved in the acts and handed over to the Police. Investigation revealed that the incident occurred at Nungua jurisdiction. Case docket and suspect have been handed over to Nungua Police to continue with the investigation.

3.     Erecting of giant bill board at Peki-Sanga by some youth of Anum and pulled down by Sanga community. No further reation from any of the communities have been recorded.

4.    Land dispute between Hilarious Darko and Chief/Elder of Adzokoe community over a cemetery space. Parties have been asked to use legitimate means, devoid of resolve the impasse. That they could resort to court for redress.

5.    Sixty (60) tricycle operators have been engaged on the need to validate their riding particulars to avert conflict with the law.

6.    Within the period, Police had engagements with the communities especially the mobile money vendors to enlighten them on their safety and security needs.

C)  NADMO REPORT

Rainstorm Disasters: 14th March, 2024, there was rainstorm disaster at Peki Tsame: 285 victims and 5 structure affected, Tongor Ahor: 8 affected victims and 6 structures affected; Dzemeni East and West: 325 victims and 44 structures affected; 22nd March, 2024, windstorm at Peki Wudome: 19 victims and 2 structures affected; 21st April, 2024, Dzemeni: 12 victims and 8 houses affected.

NATIONAL INTELLIGENCE BUREAU (NIB)

The people of Todome and Kpalime Duga were litigating on Kpeyibome land. People of Kpalime Duga claimed the land was given to by their forefathers from Wegbe and that the land was not fertile so the moved to settled at Kpalime Duga.  DISEC decided that the sale of land in Todome must stop pending court determination and that, the people of Kpalime Duga should take the case to court adjudication. Therefore, DISEC decided to meet the two parties the impasses for peace prevail.

 

FIRE SERVICE REPORT

1.    The District Officer showed appreciation for the support given them by the Assembly for the repair of the fire tender and drilling of borehole.

2.    He noted that bush fires have reduced in the communities due to enhanced community sensitization.

3.    They also intend to form fire volunteers.

4.    From January to now, there were three (3) domestic fire outbreak and ten (10) ordinary fire outbreaks.
