The Ministry of Finance and Economic Planning, the Volta Regional Coordinating Council, and the South Dayi District Assembly collaborated to organize a one-day training session on budget preparation, fee fixing, and revenue mobilization for newly appointed government officials and Assembly members on Friday, March 22, 2024.
 
The DCE, Hon. Godwin Kwame Dadzawa, stated in his opening remarks that the training’s goal was to educate the elected Assembly members on the laws that are relevant to budget preparation and tactics to ensure that the Zonal Council is working to increase revenue for development projects.
 
During his presentation, Mr. Victor Enninful, the Deputy Head of the Ministry of Finance’s Fiscal Decentralization Unit, guided participants through the legislative and regulatory framework as well as the budget implementation procedures.
 
As a result, he gave the honorable members the responsibility of arming themselves with the knowledge necessary to create a composite budget so they could make incisive contributions both before and during the budget’s creation and adoption.
 
Presenting on revenue mobilization in accordance with LI 2378 (paragraph 45), Mr. Dickson Agbenya from VRCC discussed the roles of substructures, strategies for boosting revenue including the use of various technologies for data collection and bill issuance, the enforcement of bylaws, and the prosecution of defaulters.
 
Thus, he assigned the District Budget Officer, District Finance Officer, and Financial Administrative Chairman the task of implementing strategies to increase the assembly’s revenue.
 
A few stakeholders brought up concerns during the open forum, and the District Coordinating Director, facilitators (focal persons), and other technocrats at the Assembly addressed them in turn.
